Westminster sits in northwest Orange County between Garden Grove, Huntington Beach, Fountain Valley, and Seal Beach, crossed by the 405 and the 22. It is a dense, working residential city, and the arrest pattern is the ordinary mix for a city of its size — traffic and DUI stops along Beach Boulevard and Bolsa Avenue, property matters, domestic calls, and the after-hours volume any commercial corridor generates.

Westminster is also the historic center of Little Saigon, the largest Vietnamese-American community outside Vietnam, anchored on the Bolsa Avenue corridor and extending into neighboring Garden Grove.
