It matters what Theo Lacy is and is not. It is not the county's front door — that role belongs to the OC Central Men's & Women's Jail complex on Flower Street in Santa Ana, where intake and release processing is centralized. Theo Lacy is where classified male detainees are housed: pretrial defendants waiting on a case and sentenced defendants serving county time.
In practice, Theo Lacy is usually the second address, not the first. An arrest in Fullerton, Garden Grove, Tustin, or Westminster starts at an independent city police department's own short-term jail. The county booking record that a bond attaches to is created after transfer, and housing can then land here.
Nothing about the case is decided inside the jail. In-custody defendants are transported to court for hearings and returned afterward, and a bond is written at the facility rather than at any court counter.
