Westminster runs an independent police department, so arrests inside city limits are booked here first. That creates a real window in which a bond ends custody before the county takes over.

Westminster is the center of Little Saigon, the largest Vietnamese community outside Vietnam, and much of the commercial corridor along Bolsa Avenue and Westminster Boulevard reflects that. It matters here for a practical reason: language. We will not claim a Vietnamese-speaking agent is standing by at every hour. How To Post Bail At the Westminster Police jail
