The OC Central Men's & Women's Jail occupies the county complex at 550 N Flower Street in the Santa Ana civic center. Operated by the Orange County Sheriff's Department, it houses the Central Men's Jail, the Central Women's Jail, and the county's intake and release operation in one block.

This is the county's front door. Orange County centralizes booking and release here, which is why a Huntington Beach arrest, an Anaheim arrest, and a Newport Beach arrest all converge on the same address a few hours apart. It also makes Orange County release timing more predictable than Los Angeles County's scattered map — there is usually only one building to check.

One distinction matters before anyone drives: Santa Ana has two jails. Santa Ana Police Department operates its own independent city jail at 62 Civic Center Plaza, a short distance away. That is a municipal Type I facility for short holds. This is the county jail. Different agency, different desk, different release process — exactly the same two-facilities-one-city situation that exists in Irvine with the Musick facility.

Uniquely among Orange County jails, court happens inside this building. Department CJ1 — the Men's Jail Arraignment Court — sits in the same Flower Street complex, hearing misdemeanor and felony complaint arraignments and misdemeanor probation violations without any transport at all. For families, that means a defendant here can be arraigned without ever leaving the block.

Bail posting is not scheduled. A bond written at 3 a.m. is accepted the same as one written at noon — the queue, not the hour, sets the wait.

This complex carries the county's entire release volume. That is good news for locating someone and bad news for speed: expect the discharge line to move in hours.

If the defendant was arrested in a city with its own police jail — Santa Ana, Anaheim, Huntington Beach, Irvine, Newport Beach, Costa Mesa — confirm the transfer has happened before driving to Flower Street.

Department CJ1 runs a weekday calendar, roughly 8 a.m. to 4 p.m., inside this complex. The jail's bail window does not follow the court's hours.

Arrest & City Hold

Independent departments — Santa Ana, Anaheim, Huntington Beach, Irvine, Costa Mesa, Newport Beach — usually hold at their own station first. Sheriff-contract cities skip this step entirely.

Transport To Flower Street

The county booking record a bond attaches to is created here. Until that record exists, there is nothing for a bondsman to post against.

Intake & Identity Checks

Fingerprints, warrant checks, and medical screening run before anything else. A booking still in intake cannot be released, no matter how fast the bond is written.

Bail Set From The Uniform Schedule

Orange County sets bail at booking under the 2026 Uniform Bail Schedule adopted pursuant to Penal Code §1269b(c), so the amount exists before anyone sees a judge.

Housing Or Arraignment

Some defendants stay in the Central Men's or Women's Jail; classified male detainees may move to Theo Lacy, and lower-custody defendants to Musick. Arraignment can happen in Department CJ1 inside this same complex.

Release

Once the bond is accepted and processing clears, release is issued from this complex — including for people housed at other county facilities. Expect hours, longer at peak.

How To Post Bail At the Central Jail complex

Premium on a California bail bond is set by the rate filed with the Department of Insurance under Cal. Ins. Code §1800, the starting figure comes from the Orange County 2026 Uniform Bail Schedule (effective January 1, 2026), and review or reduction runs under Penal Code §1270.1.

Bail on a scheduled charge is set at booking, so a bond posts at Flower Street without waiting for a courtroom to open. That is the whole reason a 2 a.m. call is worth making.

The amount comes from the Orange County 2026 Uniform Bail Schedule, adopted by the Superior Court under Penal Code §1269b(c). Countywide zero-bail has been rescinded in Orange County; the schedule governs. A judge can deviate from it at arraignment under Penal Code §1275, weighing public safety, the seriousness of the offense, and the defendant's record and likelihood of appearing.

On certain charges, Penal Code §1270.1 blocks release on any amount other than the scheduled figure until a hearing in open court — violent felonies, serious felonies, and a specific statutory list. On those, the number moves only when a judge moves it, which here can mean Department CJ1 down the hall.

In re Humphrey (2021) 11 Cal.5th 135 requires courts to consider ability to pay and non-financial conditions before setting money bail a defendant cannot afford. That review happens at the hearing, not at the jail counter — until then, the scheduled amount is what the facility will accept.

If A Court Date Is Missed After Release

A bond written at OC Central Men's & Women's Jail stays live through every appearance until the case resolves. A missed date can mean a forfeited bond and a bench warrant the same day, with a limited statutory window to bring the defendant back before the forfeiture becomes a judgment against the cosigner.
