If your case is in south Orange County, this is almost certainly your courthouse. Harbor Justice Center at 4601 Jamboree Road in Newport Beach handles what the court describes as traffic, minor offenses, and criminal matters — and under the Superior Court's Court Designation List effective June 30, 2025, it is the designated criminal and traffic courthouse for the entire southern half of the county.
The cities we cover that file criminal and traffic here: Aliso Viejo, Dana Point, Irvine, Laguna Hills, Laguna Niguel, Lake Forest, Mission Viejo, Newport Beach, Rancho Santa Margarita, San Clemente, and San Juan Capistrano. That single list is why Harbor matters more to a south county family than any other building in the system.
On San Clemente and San Juan Capistrano specifically: some third-party summaries of Harbor's coverage cut off partway down the list, which makes the two southernmost cities look like they belong somewhere else. They do not. Both are designated HJC for criminal and traffic on the court's own current designation list. We verified that against the court's document rather than repeating a truncated summary.
What the building does not do is just as important. Limited and unlimited civil, small claims, unlawful detainer, and civil harassment are heard at Central Justice Center. Probate, mental health, and elder abuse restraining orders go to the Costa Mesa Justice Complex. Family law, domestic violence, and juvenile matters go to the Lamoreaux Justice Center in Orange. Harbor is the criminal and traffic room.
Two logistics facts worth knowing before you drive. First, this is a full-security facility — weapons screening and x-ray for everyone entering, with knives, scissors, mace, and pepper spray prohibited. Second, the courthouse is at the northern edge of the region it covers, and the jail holding your family member is usually somewhere else again — Santa Ana or Irvine. The courthouse address is where the case is heard, not where the bond is posted.

Bail review and reduction motions in California run under Penal Code §1270.1, and the starting figure comes from the Orange County 2026 Uniform Bail Schedule (effective January 1, 2026).
Bail is posted where the defendant is held, and in south county that is rarely near Jamboree Road. The usual answers are the Sheriff's Intake Release Center at 550 N Flower Street in Santa Ana, the James A. Musick Facility on Musick Road in Irvine, or a city jail — Newport Beach PD, Irvine PD, or San Clemente's Sheriff-contract operation — in the hours immediately after arrest.
The figure comes from the Orange County 2026 Uniform Bail Schedule, approved by the judges of this court under Penal Code §1269b(c) and effective January 1, 2026. Misdemeanors and infractions are scheduled, felony bail is computed per case from the highest single count plus enhancements, and larceny and fraud offenses use the scheduled amount or the loss amount, whichever is higher.
The premium is 10% of the bail amount — the rate filed with the California Department of Insurance under Insurance Code §1800, identical at every licensed agency in California. Our down payment starts as low as 1% on approved credit with the balance on a written plan.
