It is a working courtroom of the Superior Court of California, County of Orange, located inside the Sheriff's Central Men's Jail complex at Building 50, 550 N Flower Street, Santa Ana. The court established it with the Sheriff's Department, the District Attorney, and the Public Defender, and it began hearing cases on October 28, 2009. Defendants housed in the county jail are arraigned there rather than being transported to a separate courthouse building.

The court lists misdemeanor arraignments, misdemeanor probation violations, and felony complaint arraignments, each Monday through Friday from 8:00 a.m. to 4:00 p.m. Select hearings that would otherwise be calendared at Central, Harbor, or North Justice Center are heard here instead.

Because they are in custody at the Flower Street complex. Moving the courtroom to the defendant rather than the defendant to the courtroom removes a transport trip, which is why in-custody arraignments frequently happen sooner here than they would across town. It is not a sign that the case is unusual.

There is a public viewing area for Department CJ1 at the Intake Release Center, 550 N Flower Street, Building 50. The entrance is off Sixth Street, directly across from the stadium parking structure. This is a full-security facility — everyone entering passes through a weapons screening device and has hand-carried items x-rayed, and items the Sheriff's Department deems dangerous, including pocket knives, scissors, and pepper spray, are not permitted inside.

The court directs people to the Orange County Sheriff's Department's Who's In Jail lookup and to enter the defendant's information. We do the same check by phone when you call — confirming the housing location is the first thing that determines where a bond gets posted.

You post at the jail, and the jail is the same building complex — 550 N Flower Street. That is the practical convenience of CJ1: the courtroom, the booking operation, and the release counter are all on the Flower Street complex. The bond goes to the Sheriff's release staff, not to the courtroom clerk.

No. Bail for a CJ1 arraignment comes from the Orange County 2026 Uniform Bail Schedule, adopted by the judges of this court under Penal Code §1269b(c) and effective January 1, 2026. That is NOT Riverside County's Cite and Release / Book and Release / Pre-Arraignment Review system, and it is NOT San Bernardino County's framework. Each county adopts its own schedule.

Sometimes, but not automatically. Penal Code §1270.1 prohibits release on any amount other than the scheduled figure before a hearing in open court for violent felonies, serious felonies, and a specified list including PC §243(e)(1), §273.5, §273.6, felony §422, and §646.9 — and the CJ1 arraignment is exactly that hearing. At and after first appearance the judge may go above or below the schedule under PC §1269b(b) and §1275, and must consider ability to pay under In re Humphrey (2021) 11 Cal.5th 135.
