Start with the distinction that costs families the most time: there are two jails in Irvine. Musick is the county facility on Musick. The Irvine Police Department runs its own separate short-term city jail at the Irvine civic center. Same city, two agencies, two buildings, two phone numbers, two release desks. This is the same careful distinction we draw in Santa Ana, where the city police jail on Civic Center Plaza is not the county complex on Flower Street.
Musick's population skews toward sentenced and lower-classification detainees rather than fresh intake. Orange County centralizes booking and release at the Flower Street complex in Santa Ana, so a defendant arrested tonight in Mission Viejo is far more likely to be processed there first and only later housed here.
Nothing about the case is decided inside the jail. In-custody defendants are transported to court for hearings and returned afterward, and a bond is written at the facility rather than at any court counter.

Because release processing in Orange County frequently runs through the Santa Ana intake and release complex, the pickup address is not automatically the housing address.
Visiting is scheduled and limited. Bail posting is not scheduled at all — a bond written at 3 a.m. is accepted the same as one written at noon.

How a south Orange County arrest ends up housed on Musick in Irvine.
Most south-county cities contract with the Orange County Sheriff's Department rather than running independent police forces. Irvine, Newport Beach, and a few others are the exceptions.
The county booking record that a bond attaches to is generally created at the Flower Street intake and release complex in Santa Ana, not at Musick.
Fingerprints, warrant checks, and medical screening run before anything else. A booking still in intake cannot be released, no matter how fast the bond is written.
Orange County sets bail at booking under the 2026 Uniform Bail Schedule adopted pursuant to Penal Code §1269b(c), so the amount exists before anyone sees a judge.
