That role explains why the address turns up on city pages that have nothing to do with Banning. An arrest in Palm Springs, Corona, Indio, or Moreno Valley can be booked near home and then moved here once classification runs. Families frequently learn the name of this facility only after the transfer has already happened.
The pass area itself — Banning, Beaumont, Calimesa, and the mid-county communities that lost their local courthouse when Hemet closed in 2024 — treats Smith as the local jail rather than the transfer destination. For those residents, the custody, the arraignment, and the release all happen within a few miles.
Nothing is adjudicated inside the facility. Defendants are transported to the courthouse carrying the case and returned afterward, and a bond is written at the jail rather than at any court counter.
