The Irvine Police Department jail is at 1 Civic Center Plaza, Irvine, CA 92606, inside the department's headquarters. It is a municipal short-term holding facility used for arrests made by Irvine officers.
Irvine is unusual for south Orange County. Most cities south of the 55 contract policing to the Orange County Sheriff's Department and have no jail at all. Irvine has run its own department since 1975, a few years after the city incorporated, which is why an Irvine arrest has a city step before any county step.
That produces the distinction that matters most here: there are two jails in Irvine. This one at the civic center is the city's. The James A. Musick Facility on Musick, out toward the Lake Forest boundary, is the Sheriff's. Same city, different agencies, different buildings, different release desks. We draw exactly the same distinction in Santa Ana, where the city police jail on Civic Center Plaza is not the county complex on Flower Street.

In re Humphrey (2021) 11 Cal.5th 135 requires courts to consider ability to pay and non-financial conditions before setting money bail a defendant cannot afford — that review happens at the hearing in Newport Beach, not at this counter.
