Apple Valley is a Mojave high desert town of roughly 76,000 people in the Victor Valley, east of Victorville across the Mojave River and north of the Cajon Pass off the 15. Dale Evans Parkway and Bear Valley Road carry most of the local traffic, and the town's footprint runs a long way out into open desert — which matters more than it sounds like it should, because response and transport distances up here are measured in miles rather than blocks.

Policing is a San Bernardino County Sheriff's contract, run out of the Apple Valley Patrol Station on Dale Evans Parkway. There is no independent town police department. That puts Apple Valley in the same category as its two Victor Valley neighbors — Victorville, which is also Sheriff-contracted, and Hesperia, which has been Sheriff-policed since 1988. All three feed into the identical county process. Down in the valley it is a different story: cities like Rialto and Ontario run genuinely independent departments with their own booking desks.

The geography is the thing to plan around. San Bernardino County spans more than 20,000 square miles, and the county built detention capacity in the High Desert precisely so every Victor Valley arrestee would not have to be hauled down the Cajon Pass. High Desert Detention Center sits across the valley near Adelanto, so an Apple Valley hold normally stays up here. That is roughly half an hour rather than an hour each way — the difference between being present at a release and hearing about it over the phone.
