It books and briefly holds arrests made in Norwalk, the Southeast District's administrative center — identification, fingerprints, warrant checks, and a cell for the hours between an arrest and either a bail release or a transfer into Los Angeles County custody.

Norwalk is one of the rare places where the jail and the courthouse are effectively neighbors. The Norwalk Courthouse on Norwalk Boulevard is the Southeast District's main criminal building, and a defendant held on Civic Center Drive is transported a very short distance for arraignment.
